Volvo has in the period before the war, rather a six- than a four-cylinder tradition. In the Swedish taxi exists these side-valve engines further for quite some time. But when the Volvo 164 appears, it is already no longer available since ten years. And the new ties not even at the old, but at the B20 four-cylinder. The company already always had to manage with little resources. Bore and stroke are maintained and the engine is expanded basically by two cylinders. The economy in the development goes further, the whole car still originates from the 145, only the front end is extended and replaced by a radiator grille appearing more preciously.

It is not easy to explore the market opportunities of this at first yet a little weak motorized vehicle. Because the competition also outside the U.S. by Mercedes, BMW, Opel, Ford, Fiat, etc. is large and usually faster than 170 km/h. It must be the acquired reputation of solidity by the previous models together with a relatively good standard equipment that includes even leather upholstery. However, most one scores with the safety, which exceeds in this model development, radial tyres, safety steering system, heatable rear window, head restraints, automatic seat belts, integrated roll bars, internally ventilated disc brakes and special prevention for side impact. At the end the car therefore comes with very large bumpers and modified front.

Technical innovation accompanies it more than others Volvo models. It experienced how much an electronic fuel injection can rev the engine, however, without its gasoline consumption reduce significantly. Finally, even its production is fundamentally changed. Since 1973 it is installed only in the new plant in Kalmar, but on individual cars that move as if by magic through the halls. A completely new at the time, employee-friendly production method.
